    My declaration

I intend to stand for office in 2027

I am declaring, publicly and well in advance, that I intend to stand as an independent candidate for the Billinge & Beardwood ward at the 2027 local elections. Formal nomination papers are submitted in spring 2027 under electoral rules — but residents deserve to know now, not weeks before polling day.

I have spent years asking councils uncomfortable questions from the outside: Freedom of Information requests into spending, investigations into waste and enforcement failures, and casework for residents let down by services they pay for. Too often the answer is a delay, a deflection, or nothing at all. Standing for office is the next step — taking that same scrutiny inside the chamber, where the votes are cast.

I am standing as an independent by choice. No party whip, no head office deciding how I vote before residents have spoken. If a proposal is good for this ward I will back it, whoever brings it forward. If it is bad, I will vote against it and explain why in public.

My priorities for Billinge & Beardwood

Six priorities, and the specific things I will push for under each one. These are commitments you can measure me against, not slogans.

    More Affordable Homes

Pushing for new social housing and fair opportunities for local people.

    • •Press the council to bring empty and derelict properties back into use
    • •Challenge landlords over damp, mould and disrepair — and help residents claim their rights
    • •Fair, transparent allocation of social housing for people with a genuine local connection

    Better Roads & Transport

Fixing potholes, improving parking and fighting for better bus links.

    • •A published, ward-by-ward pothole repair schedule residents can actually check
    • •Sensible parking enforcement — safety first, not revenue first
    • •Campaign for reliable evening and weekend bus services

    Safer Communities

Working with police and residents to tackle crime and anti-social behaviour.

    • •Regular ward walkabouts with police and residents at known trouble spots
    • •Better street lighting and CCTV where the evidence supports it
    • •Fast, named escalation route for drug dealing and anti-social behaviour reports

    Cleaner & Greener Areas

More bins, better recycling and protecting our parks and open spaces.

    • •Hold the waste contractor to account for missed collections and fly-tipping
    • •More litter bins and dog waste bins on the routes people actually use
    • •Protect green space from being quietly built over

    Youth & Community Support

Investing in our young people, community groups and local activities.

    • •Affordable, safe places for young people outside school hours
    • •Practical help for local groups applying for grants and funding
    • •Support for sports, faith and volunteer organisations that hold the ward together

    Supporting Our Elders

Better services, respect and care for our older residents.

    • •Help older residents navigate council services, benefits and appeals
    • •Push for accessible pavements, crossings and seating
    • •Tackle isolation through community transport and local social provision

    Hold me to this

Five pledges on how I will work

Policy matters, but so does conduct. These apply from the day I am elected.

    1. 1Hold a monthly public surgery in the ward, in person, no appointment needed
    2. 2Reply to every resident who contacts me within five working days
    3. 3Publish how I vote on every council decision that affects Billinge & Beardwood
    4. 4Publish an annual account of what I promised, what I delivered, and what I did not
    5. 5Take no party whip — I answer to residents, not a party office

    The road to May 2027

A campaign run in the open, from the first conversation to polling day.

    1. Now — 2026

      Listening across the ward

Door-to-door conversations, surgeries and the Have Your Say survey to build the manifesto from residents' own words, not a party template.

    2. 2026

      Publishing the evidence

Freedom of Information requests and council spending investigations published openly, so the record is public before the campaign, not after.

    3. Spring 2027

      Formal nomination

Nomination papers submitted to Blackburn with Darwen Borough Council as an independent candidate for Billinge & Beardwood.

    4. May 2027

      Polling day

Residents decide. Whatever the result, the accountability work on this site continues.

    Straight answers

The questions residents ask me most about standing for office.

Are you actually standing for election?+

Yes. I intend to stand as an independent candidate for the Billinge & Beardwood ward at the 2027 local elections. Formal nomination happens in spring 2027, in line with electoral rules, but I am declaring my intention now so residents can hold me to it and shape the platform.

Why independent and not a party candidate?+

Because a party whip decides how you vote before residents get a say. As an independent I can back a good decision whoever proposes it, and oppose a bad one without asking permission.

What qualifies you to be a councillor?+

Over three decades of business, community organising and public-interest journalism. I have run Freedom of Information investigations into council spending, supported residents with housing disrepair and enforcement disputes, and published the findings openly.

What happens to your journalism if you are elected?+

I will declare the interest and be transparent about it. Reporting on the authority I would sit on requires clear separation, and I will publish how that is handled rather than leave it unsaid.

    How is the campaign funded?+

Self-funded and locally supported, with spending declared as required by electoral law. No developer money, no outside political funding.

    How do I get involved?+

Complete the Have Your Say survey, sign up for updates, or message me directly on WhatsApp. Volunteers for leafleting and door-knocking are always welcome.
